Mozzjoni mill-Partit Laburista/ Parliament Motion

(English text follows)

Il-Partit Laburista huwa sod fil-fhema tiegħu li għandu jġib ‘il quddiem id-diskussjoni f’dan il-Parlament u lil hinn minnhu sabiex juri u jinsisti li jitħarsu l-obbligi ta’ Malta bħala membru ta’ l-Unjoni Ewropea u firmatarja tad-Dikjarazzjoni tal-Millennju tal-Ġnus Magħquda.

Bħala membru tal-Unjoni Ewropea u firmatarja tad-Dikjarazzjoni tal-Millennju tal-Ġnus Magħquda, Malta hija obbligata li tagħti għajnuna internazzjonali "sabiex jitnaqqsu bin-nofs sas-sena 2015 in-nies li intortament imutu bil-ġuħ u kawża tal-faqar".

Malta m’hijiex qed tonora dan l-obbligu tagħha u jeħtieġ li tkun aktar impenjattiva u minn ta’ quddiem biex jintlaħqu l-Għanijiet ta’ Żvilupp tal-Millennju, jiġifieri sabiex jitnaqqsu l-imwiet u t-tbatijiet ikkaġunati mill-ġuħ u l-faqar madwar id-dinja.

Għal dan il-għan, dan il-Parlament u Malta għandhom jikkoperaw bis-sħiħ kemm mal-Unjoni Ewropea kif ukoll mal-Programm ta’ Żvilupp tal-Ġnus Magħquda (UNDP) u għandhom ikunu fuq quddiem nett biex iqajjmu il-ħtieġa ta’ żvilupp fost il-pajjiżi tat-tielet dinja f’kull fora possibbli.

B’hekk l-Oppożizzjoni Laburista flimkien mal-bqija tal-Membri Parlamentari ta' din il-Kamra tkun qed tfakkar u żżomm lill-Gvern Malti  fuq saqajh sabiex ikun konformi ma’ l-obbligi ta’ Malta u jonorahom fid-dawl tal-fatt li Malta trid  issegwi politika ta’ żvilupp formali, tant li  sa’ l-2010 għandha tagħti 0.17% tad-dħul tagħha għal din l-għajnuna, liema għajnuna għandha titla’ għal 0.33% sal-2015.

Quddiem dawn l-obbligi internazzjonali, l-Oppożizzjoni Laburista tassumi l-impenn tagħha u theġġeġ lid-Deputati kollha ta’ dan il-Parlament Malti  iżommu kelmthom mal-organizzazzjonijiet internazzjonali u reġjonali ħalli b’hekk din l-Art ħelwa tagħna tkun ta’ spalla mal-bqija tal-Parlamenti tad-Dinja u partikolarment il-Parlament u l-Kungressi tal-popli tal-Istati li llum jiffurmaw u jirrappreżentaw l-Unjoni Afrikana fost oħrajn.

B’dan il-għan ikun possibbli għall-Parlamentari Maltin flimkien ma' l-SPK tal-Kamra li jiftħu aktar djalogu dirett bejn il-membri rappreżentattativi fil-Parlamenti u l-Kungressi tal-Popli tad-Dinja u speċjalment għandhom ikunu id-Deputati Maltin li jieħdu l-inizjattiva li  jwaqqfu Kummissjonijiet Parlamentari ta’ ħbiberija direttament bejn il-Parlamenti Membri li rispettiviment jirrappreżentaw il-popli kollha Afrikani bil-għan aħħari li l-kawża ġusta kontra l-ġuħ u l-faqar tikseb l-għanijiet kif mixtieqa mill-ĠM

Parliament Motion

The Labour Party is steadfast in it’s opinion that it should promote a debate in this Parliament and beyond the shores of Malta so not only to reveal, but to insist that Malta’s obligations as a member of the European Union and as a signatory to the United Nations Millenium Goals Declarations be met.

As a member of the European Union, as well as a signatory to the United Nations Millenium Goals Declaration, Malta is obliged to provide international assistance “in order that there shall be a reduction in the number people who die of hunger and poverty through no fault of their own, by the year 2015.”

Malta is not honouring this obligation and this therefore necessitates that more commitment is forthcoming so as to enable that the scope of development outlined in the Millenium Goals Declaration be enforced, and so that there shall really be a reduction in the amount of people who die in vain from hunger and poverty around the world every year. 

It is for this reason that, this Parliament and Malta, as it stands Sentinel in the southernmost point of Europe, so should She stand devoutedly committed to cooperate with the European Union Member States as well as the United Nations Development Program, and they should be at the forefront to promote the importance of development among Third World Countries within all possible Forums.

Moreover, the Labour Opposition together with the rest of the Members of this House of Parliament shall also be standing proudly, assisting in upholding Malta’s obligations by supporting the current Government, in the light of the fact that Malta must follow a policy of formal development in order to reach the contribution level of 0.17% of National Revenue by the year 2010 towards this goal, and which should reach 0.33% by the year 2015.

Confronted with these international obligations, the Labour Opposition assumes the commitment to urge all Members of the Maltese Parliament, to keep their word of honour with both regional and international organisations in order that our small country, be a true Jewel in the Mediterranean. Malta shall then proudly take Her rightful place, shoulder to shoulder with the rest of the World’s Houses of Parliament, and in particular with the Houses of Parliament and People’s Congresses of those States, that form and represent the African Union amongst others.

In so doing, it shall be possible for Maltese Members of the House of Parliament together with the Honourable Speaker of the House, to open a direct dialogue between the Representative Members of the Houses of Parliament and Peoples Congresses of the world. It should furthermore be, Maltese Representatives of this House, who should take the initiative to establish Pariamentary Friendship Commissions directly with the respective Parliamentary Members who represent all African Nations, in order that the ultimate goal that the just cause in the fight to eradicate hunger and poverty, be achieved as intended in the Millenium Goals Declaration.
